Skilled workers have been issued ITAs through the Provincial Nominee Program for the two provinces in the November 2022 draw.
Provincial Nominee Program draw held in November 2022 has brought in good news for candidates willing to apply for the provinces of Nova Scotia and Saskatchewan. Skilled workers concerning different streams have been sent an Invitation to Apply under the NSNP and SINP programs.
The preferred gateway to gain Canada PR is through Economic Class Programs that is majorly through Express Entry System and secondly through Provincial Nominee Programs (PNP), whose applicants are as well eligible to the programs under express entry or free to proceed through the non-express entry system.
Most of the provinces in Canada exempting the Quebec and Nunavut provinces operate their own Provincial nominee programs. The Provincial nominee program enables interested candidates to participate and if qualified then welcomes them to come to apply through the invitation to apply for the provincial nomination. However, the important point to note here is that the provincial nomination is not the same as the permanent residence, rather it acts as a building step or the primary step towards securing permanent residence from the Immigration, Refugees and Citizenship Canada (IRCC).
The provincial nominee program started in 1998, with the aim to cater to the economic development of individual provinces as per requirement, hence resulting in the country’s development as a whole and not just restricted to the urban centers of the nation. The program ever since has been witnessing study growth in the number of immigrants accepted under the PNP immigration criteria.
Provincial Nominee Program
Canada’s Provincial Nominee Program is the second most popular path after Express Entry to gain fast permanent residency in the country. There are a total of 11 provinces in Canada that provide a Provincial Nominee Program and each of these has at least one immigration stream which is inroad with the Express Entry’s federal immigration system.
Under the Express Entry system of a Provincial Nominee Program, Canadian provinces are allowed to scout for candidates from the express entry pool and notify them to apply to their Provincial Nominee Program. There are more than 80 Provincial Nominee Program immigration streams currently being offered by these Canadian Provinces.
Quebec is the only province under the list of the Canadian province that adheres to self-laws considering the province and not as per Canada’s immigration program. The province has total control over their all economic-class immigrants.
How can immigrants under a provincial nomination proceed for permanent residency?
The process of the provincial nominee program, brings the freedom to the Canadian provinces to nominate suitable candidates for immigration to their provinces, making sure they satisfy the eligibility criteria set by the provincial government.
Applicants obtaining a provincial nomination can then further proceed with the application to Immigration, Refugees and Citizenship Canada (IRCC) to apply for permanent residence.
Currently, the provincial nomination program has the responsibility of admitting 105,000 plus permanent residents yearly into Canada.
Provincial Immigration results from November 2022
1. Saskatchewan - Saskatchewan Immigrant Nominee Program
On November 8, 2022, Saskatchewan issued a total of 35 applications through the Saskatchewan Immigrant Nominee Program (SINP).
- 21 applicants were from the Express Entry Category
- 10 applicants were from the occupation in-demand category.
- 4 candidates were applicants who are currently residing in Ukraine.
This is the next immediate SINP draw after September 2022. The 31 candidates invited that are under the express entry category and occupations in-demand category have to carry the required eligibility factors namely
- Expression of Interest score – a minimum of 69 and above.
- Need to have Education Credential Assessments
As a measure and in response to the current conflict conditions, the province also invited 4 candidates from Ukraine.
2. Nova Scotia – Nova Scotia Provincial Nominee Program
The recent Nova Scotia provincial nominee program draw was conducted on November 8, 2022, letters of Interest have been sent to applicants through the Nova Scotia Labor Market Priority Stream. This specific draw to the priority Streams is happening for the first time post February. However, Nova Scotia’s Immigration Office has not yet specified the number of letters issued so far.
The candidates, who would want to apply to Nova Scotia provincial nominee program only after receiving their letters, it is mandatory for them to attach copies of both language tests and as well as proof of education, along with educational credential assessment (ECA) along with the application.
Lastly it is important to note that the deadline for applying for this program is December 7, 2022.
The eligibility criteria for the candidates selected under the Nova Scotia Provincial Nominee Program include
- The candidate must have French as their first official language and the Canadian Language Benchmark that is 10 and above with respect to all language abilities.
- English needs to be the second official language with a Canadian Language Benchmark of 7 and above with respect to all language abilities.
- Candidate needs to have completed a bachelor’s degree or at least a program that is of a duration of 3 years or more from a recognized university or institution.
- The candidate needs to attach both language test copies, along with the proof of the education details. While filling in the application. The proof of education must also include an educational credential assessment report. That is issued by an organization designated by IRCC that is Immigration, Refugees, and Citizenship Canada if the candidate’s education credentials are based outside Canada.

We are well aware that Canada in their Immigration Level Plan 2023-2025 has highlighted their increased target (immigrants welcomed) to a notable mark of half a million by 2025. Not just applicants under the Express Entry system but also the Provincial Nominee immigration system has as well witnessed the increase. Rightly stated, one of the unnoticed yet major factor for right immigration is the “time of landing”, this brings a lot of difference. It is just not Nova Scotia and Saskatchewan, but many provinces are actively looking for skilled workers to fill in their talent scarcity, in the employment markets.
