The trend of immigration from India to Canada has seen a remarkable surge in recent years, reflecting a significant shift in global migration patterns. Between 2015 and 2023, the number of new Indian permanent residents (PRs) in Canada skyrocketed from 39,340 to an impressive 139,785.
The momentum shows no signs of slowing down. In the first 4 months of 2024 alone, 51,450 Indians have already become new PRs in Canada, according to the latest immigration data updated on June 17.
To put this in perspective, this figure matches the total number of new Indian PRs admitted in 2017, the year India surpassed the Philippines as the leading source country for new Canadian residents.
Factors Contributing to the Surge of Indian Immigrants to Canada
Several factors contribute to this surge in Indian immigration to Canada:
1. Talent-Focused Policies: Canada’s immigration framework prioritizes highly skilled individuals, easing the process of obtaining work permits and permanent residency.
Key initiatives include post-graduation work permits (PGWPs) for students who complete their studies in Canada and the Express Entry system, which uses a skill-based point system to grant permanent residency.

2. Educational Opportunities: Canadian universities and colleges have become highly attractive to Indian students, thanks to favorable pathways such as the Student Direct Stream (SDS) study visas.
Recent Canada policy changes, including the removal of the requirement for a score of 6 in each band on the IELTS academic language proficiency exam and the approval of two additional English language proficiency tests in 2023, have further eased the process.
3. Strong Career Background: Many Indian immigrants possess strong professional backgrounds that align well with Canada’s evolving immigration policies. The recent reform of Canada’s largest economic permanent resident system, the Express Entry system, increased the cutoff score from 470s to 540s.
This means candidates with higher education levels, more skilled experience, and high English/French proficiency are now more likely to be selected. In 2024 so far, Indian candidates have made up 43% of those invited in these high-score Express Entry draws, reflecting a robust skill set.
