IRCC Canada has approved a major revision to the Immigration and Refugees Protection Act (IRPA). The proposed changes aim to introduce a new economic immigration class for workers specifically of TEER 4 and 5 levels.
The stated improvise is based on the objective of modernizing the economic immigration system by enabling PR to candidates with a broader range of skills and experience. This initiative also addresses the long-awaited need to recognize individuals who have gained Canadian work experience but are yet struggling to secure PR in Canada.
Further details about this new class and its pathways will be revealed this autumn(fall 2024) in Canada Gazette Part 1 with further publication in Part II as part of the forward Regulatory Plan for 2024-2026.

Impact of New Amendments on TEER 4 and TEER 5
Currently, TEER 4 and 5 levels or jobs are not eligible for economic immigration programs like the Express Entry system. However, the to-be-implemented amendments would help foreign nationals having Canadian work experience in TEER 4 and TEER 5 an easier transition to PR in Canada.
*TEER: Training, Education, Experience, and Responsibilities
*TEER 4 only needs a high school education with on-the-job training experience. While TEER 5 needs no formal education, but only some formal short-term work demonstration
IRCC has marked this initiative on a medium term priority and the said changes would not need cooperation from domestic and international regulatory.
This initiative also aims to boost the opportunities in the Canadian markets as employers get the benefit of retaining the talent workers while candidates get to explore the benefit of integrating to Canadian permanent residency ensuring that the essential services remain reliable and robust.
