The recent trends in Express Entry draws reveal consistent patterns in candidate selections by Immigration, Refugees, and Citizenship Canada (IRCC). December has already witnessed 2 draws targeting Provincial Nominee Program candidates and those with French language proficiency, continuing the approach seen in October and November.
In the past two months, IRCC issued 5,507 Invitations to Apply (ITAs) in November and 5,961 ITAs in October through 6 Express Entry program draws, prioritising PNP, Canadian Experience Class (CEC) and Category Based selection candidates.

Overview of Express Entry Pool and November Draws
November, featured six express entry draws with an event distribution across CEC, PNP, and Category Based Selection draws. Notably, it included the first Healthcare specific category based draw since July which invited the largest number of candidates of the month by issuing 3000 ITAs to Healthcare professionals.
This draw comprised a significant portion of the month's invitation that is, in a total of 69% of its issued in November, were allocated to Healthcare and French language proficiency category based draws
CEC and PNP draws issued smaller batches of approximately 800 ITAs each over the month, leading to a higher Comprehensive Ranking System (CRS) score requirements compared to earlier months due to the limited draw sizes. IRCC’s recent emphasis on PNP, CEC, and category-based selection draws, aligns with its latest Immigration Levels Plan. This plan prioritizes Express Entry admissions for candidates under the “In-Canada Focus” category, which includes PNP and CEC candidates, and the “Federal Economic Priorities” category, targeting those eligible for category-based selections. All Express Entry admissions targets for 2025 have been allocated to these two categories.
The "In-Canada Focus" category may also encompass Federal Skilled Worker Program (FSWP) and Federal Skilled Trades Program (FSTP) candidates.
According to IRCC’s Levels Plan and a July 2024 memo, future category-based selection draws will primarily focus on candidates with:
- Eligible work experience in healthcare occupations,
- Eligible work experience in trades occupations, and
- Strong French-language proficiency.
Additionally, PNP rounds are expected to take precedence over CEC and category-based selection draws, a trend observed consistently since July. IRCC has issued between 5,000 and 6,000 ITAs via Express Entry each month for the past three months.
